Qualifications

To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience developing federal leave and payroll policies for a multi-site organization by interpreting complex regulations (i.e., Title 5, Family Medical Leave Act (FMLA), Office of Personnel Management (OPM) guidance) to create agency-wide procedures governing leave entitlements, payroll audits, and time and attendance. Experiencing with leading agency wide leave administration operations - serving as the senior technical expert for complex cases involving Family Medical Leave Act (FMLA), Voluntary Leave Transfer Program (VLTP), military leave, and leave restoration determinations. Experience with supervising a payroll team responsible for processing biweekly pay actions, retroactive adjustments, and premium pay for multiple servicing components across the agency. Experience directing payroll audit operations and internal controls in a federal environment, including overseeing reviews of payroll irregularities, validating discrepancies, and implementing corrective actions. - Experience representing an organization in inter-agency forums on Human Resources policy, leave administration, or compensation matters. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
