About the Position: The incumbent will serve as a Chief Data Officer at SOUTHCOM in the Chief Data Office in Miami, FL.

Position may be filled as a Term Appointment NTE 3 years. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. Basic Requirement for Chief Data Officer must be met first. Degree: Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study as shown in paragraph A above, plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1). Develop analytical and/or mathematical models for use in preparing evaluation criteria and/or testing sequences; 2). Manage the lifecycle of the algorithms, statistical models, and associated data to provide protected visibility and responsibility of brokerage regarding digital assets; 3). Routinely assess all agency data management tools and technology costs for efficiencies. 4). Identify employee developmental needs and provide training to maintain and improve job performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
